Record the entities, business activities, people whose data is processed, and proposed AI use. Identify the data source and output recipients.
Do not begin by assuming that every state law applies, or that none does because the documents are handled by a legal department.
Create an applicability record
For each relevant jurisdiction, record the legal source, threshold or scope question, factual input, exception issue, and reviewer conclusion. Keep evidence behind the facts.
Use official legislative and regulatory sources. California's privacy agency materials are one state-specific starting point, not a complete US privacy code.
Test a service-role assumption
Suppose procurement labels a vendor a service provider while the contract describes uses beyond the customer's instructions. Ask privacy counsel to assess the actual arrangement and applicable requirements.
A contract label does not eliminate the need to examine the functions and terms.
Track changes carefully
Record effective dates and distinguish current requirements from proposed rules or future obligations. Identify which deployment decisions depend on an upcoming change.

Approve the scoped deployment
Combine the state-law assessment with confidentiality, security, contractual, and client requirements. State permitted uses and unresolved restrictions.
Maintain the matrix as the business, data, or law changes. It should explain the reasoning behind approval rather than merely display a green status for each state.
