Identify the controlling tender set

A Qatar tender may include instructions, specifications, commercial schedules, and later addenda. Record the versions and the process through which clarifications are issued.

Have the procurement and legal owners identify the applicable rules and document hierarchy. The review should follow the actual tender process.

Create a clarification record

Capture the question, source requirement, response, issuing party, date, language, and affected documents. Keep informal discussion separate from an authorised clarification.

Record whether the response changes the requirement or merely explains it. Preserve uncertainty for the responsible reviewer.

Test a bilingual discrepancy

Suppose an English response extends a delivery period while the Arabic addendum retains the original date. Flag the mismatch and identify the documents requiring confirmation.

Do not choose a version based on fluency or convenience. Ask the authorised tender owner to resolve the discrepancy through the appropriate process.

Check consequential changes

A revised specification may affect price, programme, acceptance, or warranties. Trace those dependencies rather than updating only the paragraph named in the response.

Use translation assistance to compare wording, with human review of material terms and any formal translation requirements.

Close the final pack

Reconcile accepted clarifications and addenda against the final submission or contract set. Record remaining qualifications and approvals.

Save the register with the final documents. It should explain why the submitted position differs from the original tender without relying on participants' memory.

Worked example and decision record

Illustrative Qatar tender: clarification C-08 changes a delivery milestone in an English response. The Arabic addendum still shows the original date, and the pricing sheet assumes the old programme. The question is not just which sentence translates correctly; the submission pack may now contain three inconsistent commercial positions.

Preserve the question that prompted the clarification. A response to a narrow technical issue may not authorise every downstream change the bidder hopes to make. Record who issued it, through which channel, and whether a later addendum supersedes it. An informal project discussion should not silently become the controlling tender instruction.

Run a reviewable workflow

Begin with the tender instructions and the owner’s clarification procedure. Where a legal issue needs research, use the scoped Qatari framework and official resources such as Al Meezan; do not assume that one procurement regime applies to every tender or entity in Qatar.

In Translation, compare the permitted source documents with their working translations. Check the actual page and clause for delivery terms, quantities, exclusions, currency and negation. A translation can expose a discrepancy but cannot decide which tender instruction has authority.

Use a register with one row per clarification and links to every affected document. Add status fields for received, scope checked, consequential changes identified, resolved and incorporated. Capture the decision separately from the model’s extracted wording. When the authorised owner resolves C-08, update the programme, pricing assumptions and relevant language files together.

Before submission, ask a reviewer who did not prepare the register to trace a sample of accepted clarifications into the final pack. Check superseded versions and unresolved qualifications deliberately. Keep the dated submission copy with the final register so the team can later explain the basis on which it priced and offered the work. Do not replace the historical record when the next addendum arrives.

Checklist and acceptance criteria

Use this checklist at handover. Record the reviewer, date, source version and unresolved items beside each answer; a tick without evidence does not close the issue.

Accept a clarification row only when its authority, scope and consequential edits are recorded. If the final pack still contains inconsistent dates or qualifications, keep the issue visible to the submission owner rather than declaring the translation complete.
